Moss & Cooper is a firm deeply rooted in Cape Girardeau and Southeast Missouri. Originally founded in 1993, we are dedicated to fighting for the legal rights of area families. Our legal team represents clients in a range of legal matters related to criminal defense, personal injury, probate, estate planning, and family law.

Allen E. Moss

Allen has 30 years of civil and criminal trial experience. As a former prosecutor, assistant attorney general, and as a municipal judge for 20 years, Allen has an unparalleled understanding of the intricate workings of the legal system. He has served as a faculty member in the Southeast Missouri State University Department of Criminal Justice, teaching courses on evidence, criminal law, search and seizure, and statements, admissions, and confessions.

Community Involvement

Allen has served the community as Past President of the Cape Girardeau Evening Optimist Club, where he was recognized as Optimist of the Year. He served 10 years as the chairman of the Cape Girardeau Church Basketball League. He has been recognized for his commitment to the community as a recipient of the E.C. Younghouse Community Service Award, and the Edward Calvin Award for outstanding legal service to the community. Allen is a life member of the National Rifle Association.

Brandon A. Cooper

Brandon is Southeast Missouri born and raised. He is a graduate of Cape Central High School, where he excelled both in the classroom and on the field, as he graduated among the top of his class and earned statewide recognition for his performance in baseball.

He then went on to attend college at the University of Missouri in Columbia. During his time at Mizzou, Brandon began to develop his leadership traits that he has carried with him in to his professional career. He was elected to serve on the executive board of FarmHouse Fraternity, and played a large role in organizing fundraisers for local branches of national charities such as Big Brothers Big Sisters and Habitat for Humanity. Brandon was also an active member of the Young Republicans Club, where he volunteered on statewide elections.

After earning his Bachelor's degree, Brandon then went on to attend Law School at Oklahoma City University. There, he began his law practice, as he worked as a Licensed Legal Intern with the firm of Cathcart & Dooley, PC, a downtown boutique firm in Oklahoma City, while keeping up with his course work at school.

Once he passed the Missouri Bar Exam, Brandon returned home to Southeast Missouri, where he began his practice with the Tweedy Law Office, LLC, in Bloomfield, Missouri. During his time there, not only did he begin to fine tune his legal skills in the courtroom through handling multiple domestic and criminal cases, he also became a leader in the community, serving as the President of the Stoddard County Bar Association, Vice President of the Dexter, Missouri, Kiwanis Club, as well as Attorney for the Crowley's Ridge Recreational Center.

Brandon returned to his hometown in late 2014 when he joined this firm. He immediately became an active member in the Cape Girardeau County Bar Association by developing and chairing the first annual Doctors vs. Lawyers Golf Tournament, as well as volunteering with his family members at the SEMO Humane Society.

Public Service has always been a hallmark of Brandon's life, and this has carried over in to his legal practice as he serves as certified Guardian ad Litem (Best Interests Attorney) for local children. He is a member of the lead panel of Federal Public Defenders, and assists the Missouri State Public Defender's office with local conflict cases.

In his free time, Brandon enjoys playing golf with his family and friends, keeping up with his physical fitness, and is an avid supporter of both Mizzou and SEMO athletic programs.

Donald Cobb

Donald was born and raised in Chaffee, graduating from Chaffee High School in 1989. He left Chaffee immediately after high school to join the United States Army, serving in the 101st Airborne Division from 1990-1993. While in the Army, Donald attended Austin Peay State University at night and on the weekends to earn his first Associate degree in Police Administration. After his active duty service obligation was completed, Donald then returned to live in Scott City and joined the Missouri Army National Guard.

He then went on to have a distinguished civilian police career, achieving the rank of Chief of Police in 2000 for the City of Chaffee. By 2004, Donald was the Chief of Police in Scott City, and while at that post, completed his Bachelor's degree in Criminal Justice in 2005.

During this time, Donald was also called to active duty as a member of the 2175th Military Police Company (Missouri National Guard) for a 1-year deployment to Kosovo 2001-2002, and an 18-month call-up for Iraq 2003-2004. Donald also participated in numerous stateside missions during this period to include the 2175th Military Police deployment to New Orleans in August of 2005 shortly after Hurricane Katrina.

In 2008, Donald accepted a position with the United States Navy Anti-Terrorism Program and moved the family to the island of Guam. While on Guam, Donald worked with U.S. Joint Forces Guam on anti-terrorism projects effecting thousands of U.S. service personnel and millions of dollars of expenditures. In 2010, Donald rose to become the manager of the Joint Forces Guam Regional Operations Center.

In 2012, Donald accepted an active duty position with U.S. European Command in Stuttgart, Germany. While a member of US EUCOM, Donald worked with nineteen partner nations, providing subject matter expertise in military, medical, and emergency services. Donald was awarded the Defense Meritorious Service Medal for his work, culminating in the transfer of retired U.S. military equipment, including a field hospital to the Ukrainian military for service in the Donbas region during the Russian invasion of eastern Ukraine.

In 2015, after receiving his 20-year letter, Donald retired from the U.S. Army and entered Southern Illinois University School of Law. During his time in law school, Donald began a program to assist veterans coming from active duty entering law school by guiding veterans through the heavy details of all things associated with the Veterans Administration. Donald also became a member the SIU Law Veterans' Clinic, assisting veterans in the community at large with VA benefit appeals and DD214 upgrades. Donald served two summer internships with the Stoddard County Prosecutor’s Office, learning the skill of legal writing from some of the area’s best.

Once he passed the Missouri Bar Exam, Donald began his practice with Moss and Cooper in Cape Girardeau and has continued to be a leader in his community. Donald is a deacon of the Illmo Baptist Church in Scott City, where he teaches a Sunday school class and he and his family attend. He is a lifetime member of the Veterans of Foreign Wars and recently became a member of the Gideons' International Ministry.

In his free time, Donald is an avid reader with a collection of books from his many travels. Donald has been married to Teresa Taylor Cobb of Delta since 1990 and they have three children: Joshua, Caleb, and Ruth.
